'I reached out to everyone, including the MLA,' he says, referring to the Kerala state government. A state official has said a breakdown in the communication systems is making it difficult to reach people in the worst-affected areas. At least 164 people have died since 8 August, and more than 223,000 displaced by the worst flooding in the region for nearly a century.
